New concept of imbalance settlement on the Slovenian electricity market

As a step in the renewal of the Electricity Market Rules, Borzen publishes a document, outlining the proposed changes of the Imbalance Settlement process.

The document, available in Slovenian language only, contains a description of the new proposed calculation of imbalance prices, as one of the major changes in the forthcoming new Market Rules.

The proposal is based on the requirements of the following documents:
• Energy Supply Act (Official Gazette of the Republic of Slovenia, No. 172/21)
Electricity Balancing Guidelines (EBGL) (Commission Regulation (EU) 2017/2195 of 23 November 2017 establishing a guideline on electricity balancing) and
• Annex I. of ACER Decision 18/2020 on balancing ISH.

Initial proposals and comments of the regulator (Energy Agency of the Republic of Slovenia), as well as the TSO (ELES d.o.o.) were taken into account in this proposal.

The main change is the switch from a dual price model to a single price model. The envisaged start of the new model is 1. 1. 2023 (i.e. imbalance settlement for January 2023), pending also the preparation and approval of the new Market Rules.

Borzen, the Slovenian Electricity Market Operator, will subsequently publish the calculation of prices based on the new method from 1 January 2021 onward (start of 15-minute ISP).
